AGR2026-011 Authorization to approve GA Power's requests to install three (3) power services to provide service to three (3) CobbLinc stops to power the digital advertising signs located at each of the following stops: 2750 Cobb Parkway, 2390 South Cobb Drive, and 3001 South Cobb Drive and authorize the Mayor to sign and execute all documents. Citywide Mike Jones, City Administrator, provided the following background: This is a continuation of the contractual agreement between the City of Smyrna and Plainview Outdoor Advertising. The agreement requires the City of Smyrna to provide any necessary infrastructure for Plainview to be able to advertise at selected CobbLinc stops adequately and efficiently located within the city limits of Smyrna. Councilmember Travis Lindley made a motion to approve item AGR2026-011; seconded by Councilmember Charles Welch. CON2026-005 Authorization to approve a contract with NetPlanner (3145 Northwoods Parkway, Suite 800, Peachtree Corners, GA 30071) under state contract 99999-SPD0000172-012 (Integrated Security Surveillance Products and Services) to remove, replace, and upgrade building access controls for Smyrna City Hall, the Library, and the Community Center, and to upgrade all existing door access control panels at all city facilities, including city parks, at a total cost of $291,832.35, funded by the 2022 SPLOST Facility Improvements line item, and to authorize the Mayor to sign and execute all related documents. Citywide Mike Jones, City Administrator, provided the following background: This project is based on the necessity to replace the current failing access and controls systems that have met end of useful life. • The security system is outdated, preventing IT staff from managing and integrating necessary updates • Replacement parts are no longer available to make necessary repairs
