Councilmember Susan Wilkinson made a motion to table item ORD2026-004 to the 
April 20, 2026 Mayor and Council meeting; seconded by Councilmember Rickey N. 
Oglesby Jr. 
 
The motion to table carried with the following vote:

 J. ORD2026-005 ORD2026-005 for a Code Amendment to Chapter 22 - 
Businesses, Article IX, of the Smyrna Code of Ordinances, Film Industry, Section 22-
323 regarding the requirements for processing applications for film production permits 
and Section 22-328 regarding appeals of application denials and suspension and 
revocation of film production permits, and other provisions and authorize the Mayor to 
sign and execute all related documents.

Mike Jones, City Administrator, provided the following background: 
  
This amendment incorporates standard requirements for processing applications for 
film production permits and appeals for application denials, as well as the procedure 
required for suspension and revocation of Film Production permits.  
 
Councilmember Latonia P. Hines made a motion to approve item ORD2026-005; 
seconded by Mayor Pro Tem / Councilmember Tim Gould. 
 
The motion to approve carried with the following vote: 
 
Aye: 7 –  Councilmember Pickens, Councilmember Hines, Councilmember 
Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor
