The applicant is requesting approval to subdivide property at 2773 Mildred Place into 
two (2) single-family residential lots. The applicant plans to subdivide the property 
within the requirements of the R-15 zoning district, so no rezoning is required. The 
subject property is 0.89 acres with a proposed density of 2.24 units/acre which is 
within the Low Density Residential land use classification (under 3 units/acre). The 
proposed subdivision will result in two (2) lots being 23,408 sq. ft. and 16,793 sq. ft. in 
size. The existing home will remain and one (1) new lot will be created. The new lot 
(Lot 2) meets most of the R-15 zoning requirements, however, one variance is 
requested to reduce the lot width from 85’ to 75’. The Planning & Zoning Commission 
recommended approval by a vote of 6-0 at the March 9, 2026, meeting. 
  
Community Development has reviewed the proposed subdivision against the 
requirements of the R-15 zoning district. Staff believes the proposed subdivision 
meets the intent of the requirements of the R-15 zoning district. Community 
Development recommends approval of the requested subdivision with the following 
conditions:  
 
• Lot width reduction to 75 feet 
• Compliance with the preliminary plat submitted on February 4, 2026 
 
Todd Matos came forward on behalf of his father-in-law and applicant Michael Holt. 
He explained that his father-in-law will be building a home for he and his family.   
  
Mayor Derek Norton opened the public hearing. No one came forward in favor of or in 
opposition to this item. The public hearing was closed.   
 
Councilmember Latonia P. Hines made a motion to approve item V26-019; seconded 
by Councilmember Travis Lindley. 
 
The motion to approve carried with the following vote:

Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor

 C. Z25-015 Continuation of Zoning Amendment - Z25-015 - Request to modify the site 
plan, elevations, and zoning conditions of Z21-014 - Land Lots 751 & 752 - 6.9 acres - 
4941, 4999 & 5041 S Cobb Drive, 4960, 4970, 4980 & 5000 Oakdale Road - Arris 
Smyrna LLC.

Mayor Derek Norton explained that an extensive public hearing was held on February 
16, 2026. They asked for a traffic study to be completed. He asked Mike Jones, City 
Administrator, to explain the findings and updates. 
  
Mike Jones, City Administrator, stated that Kimley-Horn performed a traffic study and 
pattern study. The net result of build vs no-build is an 8-second delay. South Cobb 
Drive is already failing. One change was that there was full access onto Oakdale Rd. 
That full access has been removed from the plan and replaced with a right-in / right-
out. The property is already zoned for 163 multi-family housing and 20,000 sq. ft. 
commercial. A trip generation study was conducted comparing what it is zoned for
