ATH2026-021 Authorization to approve a contract with NetPlanner (3145 Northwoods Parkway, suite 800, Peachtree Corners, GA 30071) under state contract 99999- SPD0000172-012 (Integrated Security Surveillance Products and Services) to perform the installation of a Planar outdoor direct view 16’ wide by 9’ tall LED wall. The installation will be a temporary installation that will be installed under the new pavilion located in the downtown green space area in an amount not to exceed $105,300.00 to be funded from General Fund Reserves and authorize the Mayor to sign and execute all documents. Ward 3 Councilmember - Travis Lindley Councilmember Travis Lindley made a motion to approve item ATH2026-021; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None F. ORD2026-001 ORD2026-001 for a Code Amendment to Chapter 22 - Businesses, Article V, of the Smyrna Code of Ordinances, Precious Metals Dealers, Section 22-201 regarding the requirements for processing applications for Precious Metals Dealers certificates, hearings on the application and appeals for application denials, Section 22-207 regarding suspension and revocation of Precious Metals Dealers certificates, Section 22- 188, regarding unlawful activities, and other provisions and authorize the Mayor to sign and execute all related documents. Citywide Mike Jones, City Administrator, provided the following background: This amendment incorporates standard requirements for processing applications for Precious Metals Dealers certificates as well as hearings on the application and appeals for application denials. It also specifies the procedure required for suspension and revocation of Precious Metals Dealers certificates. This amendment also requires Precious Metal Dealers to hold purchased items for at least 7 days, which is the time required by state law. Councilmember Charles Welch made a motion to approve item ORD2026-001; seconded by Councilmember Travis Lindley. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None
