ISSUE AND BACKGROUND:
The applicant is requesting to rezone the subject property at 3475 S Cobb Drive from 
LC (Limited Commercial) to GC (General Commercial) to allow additional uses for 
potential tenants in the existing building. The property is occupied with an 964 sq. ft. 
building occupied by a hair salon. The property owner is requesting a rezoning to GC 
to allow a massage practitioner with one table. The applicant has no plans to 
redevelop the property and will utilize the existing building and parking facility as-
is.  The Planning & Zoning Commission voted 7-0 to approve at the April 13, 2026, 
meeting. 
RECOMMENDATION / REQUESTED ACTION:
Community Development recommends approval of the rezoning from LC to GC at 
3475 S Cobb Drive Road with the following conditions:
1. The following uses shall be prohibited:
(710.2.1) Automobile Broker Office.
(712.5) Auto Parts and Tire Stores.
(712.6) Automobile Repair (Major and Minor).
(712.7) Automobile and Truck Sales and Service.
(712.8) Automobile Wash Services.
(712.15) Drive-thru restaurants.
(712.26) Motorcycle Sales and Service.
(712.29) Package Stores for the sale of alcoholic beverages.
(712.43) Service Stations.
Hookah Bars.
Vape Shops.
Parking and storage of commercial vehicles, semi-tractors, and trailers.
Impromptu Weekend Markets within the parking lot.
Adult Entertainment and Adult Novelty Shops as defined by the City of Smyrna’s 
Code of Ordinances.
