High density traffic restricts maneuverability; volume near capacity • E – Unstable Flow, Low speeds; considerable delay; volume at or slightly over capacity • F – Forced Flow, Very low speeds; volumes exceed capacity; long delays with stop-and-go traffic Discussion took place on the impact of the development on traffic, with some intersections showing slight congestion increases. The recommendations proposed are those that the developers initiated as part of the development. Those recommendations are factored into the analysis. GDOT has jurisdictions over S. Cobb Dr. improvements. The City of Smyrna controls the traffic lights. Russell Martin, Community Development Director, explained that some of the issues that have been brought forward are not project-related issues. Based on the traffic analysis, Mr. Martin continues to recommend approval. AGR2026-012: This is a request based on the contractual agreement between the City of Smyrna and Plainview Outdoor Advertising. The agreement requires the City of Smyrna to provide any necessary infrastructure for Plainview to be able to advertise at selected CobbLinc stops adequately and efficiently located within the city limits of Smyrna. CON2026-006: This project is based on the necessity to replace the current failing access and controls systems that have met end of useful life: • The security system is outdated preventing IT staff from managing and integrating necessary updates • Replacement parts are no longer available to make necessary repairs ATH2026-039: Mike Jones, City Administrator, provided the following background: The City has requested Croy Engineering and its subconsultants to provide civil engineering, landscape architectural, and architectural professional services for the full design, permitting, and bidding of the proposed Campbell Middle School-Athletic Complex project. The project is a redevelopment of the Athletic Complex behind Campbell Middle School located at 3295 Atlanta Rd SE, Smyrna, GA 30080. A concept with site features and structures for the new Athletic Complex has been approved. This project includes civil engineering services for full design, construction documents, permitting, and bid phases.
