A public hearing was called. No one came forward in favor of or in opposition to this 
item. The public hearing was closed. 
  
Phyllis Ridgeway, applicant, came forward. She stated that she understands the list of 
prohibited uses and agrees to adhere. Her current business is a salon. She stated she 
would like to lease a portion of the building for massage services. 
  
Councilmember Susan Wilkinson asked about tattoo parlors being prohibited and 
asked the applicant if she would agree not to use that space for tattoo parlors. 
Discussion took place as to how that is added as a stipulation. The vote moved 
forward as presented.  
 
Councilmember Travis Lindley made a motion to approve item Z26-002; seconded by 
Councilmember Latonia P. Hines. 
 
The motion to approve carried with the following vote: 
 
Aye: 5 –  Councilmember Hines, Councilmember Lindley, Councilmember 
Welch, Councilmember Wilkinson, Councilmember Oglesby  
Nay: 0 –  None 
Absent: 1 –  Councilmember Pickens  
 
 D. Z26-003 Public Hearing - Zoning Request - Z26-003 - Allow rezoning from R-15 to 
RMC-8 for the development of four single-family homes at a density of 7.54 units per 
acre - 0.53 acres - Land Lot 809 - 2719 Bell Drive - EIB Properties LLC 
Ward 1 Councilmember - Glenn Pickens 
 
Joey Staubes, Planner II, provided the following background: 
  
EIB Properties LLC is seeking approval of a rezoning for 2719 Bell Drive from R-15 to 
RMC-8-Conditional for the development of four (4) single-family detached residences 
at a density of 7.54 units per acre. The existing one (1) single-family home will be 
demolished to allow the construction of the proposed development. Two (2) of the 
homes will face Bell Drive, and two (2) of the homes will face Woodland Terrace. All of 
the homes will have front-entry garages. The Planning & Zoning Commission voted 7-
0 to approve at the April 13, 2026, meeting.
