2. Call to Order 
 
Mayor Derek Norton called to order the September 4, 2025 Committee of the Whole meeting 
held at A. Max Bacon City Hall in the HR Training Room at 6:00 PM. 
 
3. Staff M&C Agenda Items to Review 
 
ATH2025-146: Jodi Mills, Recreation Services Manager, explained as the demands on the front 
desk at the Aline Wolfe Active Adult Center and Pool increase, it is necessary to have a full-time 
Customer Service Receptionist. With one part-time receptionist retiring in August and another 
one retiring in December, this is the perfect time to reclassify this position. This reclassification 
will not increase the current FY26 personnel budget but rather will decrease the FY26 personnel 
budget by $2398.00. She also announced that the Kids Handmade Market is this Saturday with 
an additional 50 vendors.  
  
ATH2025-141: Brian Marcos, Fire Department Chief, explained that Smyrna Truck 1 - 3098 
(2014 Pierce Impel Aerial) is approaching the end of its service life and is scheduled to be 
replaced in FY26. The apparatus will be built and shipped from the manufacturer approximately 
40 – 43 months after the order is received. The replacement schedule will need to be revisited. 
Councilmember Welch asked about an accident at Concord Rd. and Atlanta Rd. He mentioned 
there was a smaller rescue vehicle, panel rescue vehicle, and a fire truck with another truck. He
