Review of Current M&C Agenda A. COW2025-081 Review of the September 8, 2025 Mayor and Council Meeting Agenda ATH2025-139: Kristin Robinson, Deputy City Administrator / CFO, stated that this is something that is done every year before the audit. Some are related to accounting standards, and some of the amendments are just truing up funds like property taxes were down from predicted budget, etc. There are several amendments related to bonds and property acquisitions. ARPA – was set up as a multi-year fund. State came out with guidance saying it had to be set up as an annual fund. CHOR2025-011: Paul Osburn, Deputy Public Works Director, stated that this is a request based on the findings of necessary deep patching and full depth repair as part of the citywide annual resurfacing contract. Once the top course milling occurred and was removed, it was determined there were various locations citywide that were identified by city staff that needed to be addressed as part of the resurfacing scope of work. 6. Other Business / Staff Comment Brian Marcos, Fire Department Chief, highlighted an arson case that occurred in March. Arson cases are some of the most difficult cases to investigate because of circumstantial evidence, evidence is burnt in a fire, and fire crews in putting out the fire can damage evidence. Lt. Jay Ratliff, Fire Prevention, presented the following: • March 7, 2025 – structure fire at 2:21 PM at the corner of Windy Hill Rd. and Ward St. • A smoke-filled apartment was discovered after the fire had been extinguished • There was exterior trash debris and pine straw scattered inside the apartment showing this was a fire set intentionally • The police department was called to work in conjunction with the Fire Department • They found evidence that pointed to Campbell High School • Three young individuals were seen fleeing the scene • The Cobb County DA’s office was contacted – two charges for criminal damage and 1st degree arson • They plead guilty – probation, restitution, fines – because juveniles, record will be expunged • Fire and Police worked really well together along with Cobb County School District and Cobb County Police Mayor Norton met with Commission Chair Lisa Cupid, Cobb County Manager Jackie McMorris, and Powder Springs Mayor Thurman. He explained that when staff went to the county to discuss SPLOST, they were told of a proposed $175M state courthouse joint SPLOST project. That amount would come off the top. The effective change would result in Smyrna getting $20M less. The anticipated amount Smyrna would get is $53M. Councilmember Lindley – There was good feedback at the public input session for the Downtown Redevelopment project.
