V26-016 Public Hearing - Variance Request - V26-016 - Reduce the required landscape buffer from 15 feet to 4 feet - Land Lot 848 - 2610 Cobb Parkway - Johanna Patrick Ward 1 Councilmember - Glenn Pickens Caitlin Crowe, Land Development Services Coordinator, provided the following background for items V26-016 and V26-017: The subject parcel is a 0.67-acre triangular lot located to the south of the intersection of Cobb Parkway and Hargrove Road. The subject parcel and all adjacent parcels are zoned GC (General Commercial) and are occupied by various commercial uses. The subject parcel is currently vacant but was once occupied by Smyrna’s Finest Hand Carwash up until early 2025. The subject property is currently occupied by a 1,936 square foot building. The applicant is proposing a complete redevelopment of the property to replace the building with a new 996 square foot drive-thru-only building with no indoor dining. Due to the property’s location within 1,800 square feet of Spring Road, a redevelopment of the property requires that the site meet Corridor Design District (CDD-2) overlay requirements as well as the current Zoning Code. Per the Spring Road Corridor Design District (Section 717.10.b), new developments shall have a 15-foot landscape buffer measured from the front property line. The applicant has requested a reduction in the landscape strip on both road frontages: from 15 feet to 8 feet along Hargrove Road and from 15 feet to 4 feet on Cobb Parkway. While the landscape strip will be reduced on the subject property side, the GDOT right-of-way is sodded, and visually there would be no indication that the landscape strip has been reduced. The
