ATH2026-099 Authorization to approve Georgia Power acquiring one permanent easement from the City of Smyrna located at 3515 McCauley Road for the new proposed underground power service installation that will service the new Tolleson Aquatics Facility and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Councilmember Latonia P. Hines made a motion to approve item ATH2026-099; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley (virtual), Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 1 – Councilmember Welch C. ATH2026-093 Authorization to purchase a 2027 Ford F-550 4x4, 6.7L Diesel Osage Super Warrior Type I (transport capable rescue) in the amount of $480,000.00 to be purchased from Ten-8 Fire and Safety (1591 Collier Rd. Forsyth, Ga.) using the Florida Sheriffs Bid (FSA25-VEF19.0 Fire Rescue Vehicle, Boats & Equipment Item 258), funded by the Vehicle Replacement Fund, and allow finance to amend the budget appropriately and authorize the Mayor to sign and execute all related documents. This item was tabled from the July 20, 2026 Mayor and Council meeting at the request of Council. Citywide Councilmember Glenn Pickens made a motion to table to the August 17, 2026 Mayor and Council Meeting item ATH2026-093; seconded by Mayor Pro Tem / Councilmember Tim Gould. The motion to table carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley (virtual), Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 1 – Councilmember Welch D. ATH2026-102 Approval for change order to complete additional work for the Tolleson Aquatic Facility Project in the amount of $588,926.34 (2022 SPLOST) for Reeves Young, LLC, (45 Peachtree Industrial Blvd, Sugar Hill, GA 30518), amend the 2022 SPLOST project length budget by the same amount, and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Mike L. Jones, City Administrator, provided the following background: This addresses ADA compliance modifications, paving, curb & gutter, landscaping, and low-voltage security additions.
