2. Call to Order
Chairperson Richard Garland called to order the April 9, 2025 License and Variance Board
meeting held at A. Max Bacon City Hall in Council Chambers at 10:00 AM.

A. LIC2025-021 Privilege License Agent Change Request – Beer & Wine (retail package) and
Sunday Sales – 2390 S Cobb Dr SE, Smyrna, GA 30082 - Walgreen Co with Damar Cottrell as
agent.
Ward 5 Councilmember - Susan Wilkinson
Damar Cottrell, agent, stated he has been an agent elsewhere. He has been store
manager for seven years and if knowledgeable about alcohol policies. The training
process consists of asking all customers for identification when purchasing alcohol,
ensuring not selling to underage individuals. The POS system in place prompts for valid
ID and enter the Date of Birth into the system. New hires and current employees are
trained during onboarding, there are modules that have to be completed monthly and
quarterly. If there is a violation, there is a fine to Walgreens and the employee who
committed the act will be subject to termination.
Chairperson Garland explained that the Smyrna Police Department takes this seriously
and there are times when they conduct compliance checks
