LIC2025-023 Privilege License Agent Change Request – Beer & Wine (package) and Sunday Sales – 1000 S Pioneer Dr SE, Smyrna, GA 30082 - GB License, LLC DBA GoPuff with David John Onyskiw as agent. Ward 7 Councilmember - Rickey N. Oglesby Jr. David Onyskiw, agent, and Manda Torres, attorney, came forward. Mr. Onyskiw stated he had not been an approved agent previously, but he has worked in the field of alcohol merchandising, marketing services, and on the consumer interaction side with sampling. He had to make sure he and staff were looking at IDs, not serving to intoxicated individuals, studying proportions, etc. He has received Cobb County training. Employees are responsible for going through Department of Revenue training. Drivers are contracted drivers who report to the store and follow the policies. The repercussions for failure to comply fall under two categories: 1) a driver cannot drive for them anymore or, 2) a driver cannot deliver age-restricted items. GoPuff business model – 100% delivery, app driven, essentially a convenience store delivery. The customer never enters a store; the items are ordered, packed, sealed, delivered. The driver is responsible for making sure ID is checked and matches what was entered into the app as well as matches the person receiving the package. Age-restricted items have to be handed to the customer on record, and the driver has to scan the physical driver’s license. There are approximately 600 locations across the US. Board Member Jones asked if the customer orders age-restricted items, do they have to upload their ID at that time? Mr. Onyskiw stated that the app does not have that capability due to the fact that they want to make sure they have access to the physical ID in hand at the end of the transaction.
