This project is funded by the U.S. Department of Housing and Urban Development Economic Development Initiative Community Project. Ward 7 Councilmember – Rickey N. Oglesby Jr. ISSUE AND BACKGROUND: The City requested proposals for a consultant to explore the most feasible bridge location to connect regional greenway trail systems across the Chattahoochee River in Atlanta and Smyrna, GA. The consultant will provide project administration, public engagement, site investigation & due diligence, and DOT concept development. Four (4) proposals were received on Friday, March 13, 2026, and evaluated by Smyrna staff (Economic Development, Community Development, Parks & Recreation, Public Works), City of Atlanta staff (Parks & Recreation, Planning, Engineering), Cobb County (Parks & Recreation, DOT), the PATH Foundation, and the Trust for Public Land. The team selected three (3) firms for presentation/interviews and the final evaluation on April 22 & 23, 2026. The recommended firm is Kimley Horn. RECOMMENDATION / REQUESTED ACTION: Community Development and Purchasing recommends authorization to award RFP 26-016 Consultant Services for Chattahoochee Riverlands Trail Bridge to Kimley-Horn and Associates (1200 Peachtree Street NE, Suite 800, Atlanta, Georgia 30309.) for $800,000 to be paid from the reimbursable grant fund and to authorize the Mayor to sign and execute all related documents.
