Joey Staubes, Planner II, provided the following background: 
  
LGE Community Credit Union is requesting a zoning amendment of Z22-014 for 2934 & 0 
Atlanta Road to amend the site plan and zoning conditions for the development of a 3,605 
sq. ft., credit union. 
  
The proposed development will consist of a one-story building of 3,605 sq. ft. with 20 
surface level parking spaces 
  
The proposed development will be accessed by a right-in and right-out entrance on 
Atlanta Road and a right-in and right & left out on Church Street. 
  
There will be an underground stormwater detention facility for the credit union. 
  
The proposed development is within the Urban Design District that requires review by the 
Urban Design Commission. Staff believes it meets the intent of the Urban Design District 
requirements in terms of site design and architectural elements. 
  
The following variances are requested from the Urban Design District - Appendix E:  
 
1. Allow a driveway curb cut on an arterial street when a driveway curb cut can be 
provided on a side or rear street. (Section 2.14.2(m)(2)) (Staff Supports) 
2. Eliminate the requirement that no more than one curb cut shall be permitted for 
each development, provided that properties with more than one street frontage 
may have one curb cut located on each street frontage. However, developments 
on properties with a single street frontage greater than 400 feet shall be permitted 
two curb cuts along one street frontage. (Section 2.14.2 (m)(3)) (Staff Supports) 
*Mr. Staubes stated that this variance may be eliminated after working with the 
applicant.* 
3. Eliminate the requirement that there shall be a pedestrian walkway that is a 
minimum of ten feet in depth along all buildings for the purpose of allowing 
pedestrians to walk from the parking facility or parking area to the building in 
safety. (Section 2.14.2 (k). (Staff Supports) 
 
Mr. Staubes showed the committee members the proposed elevations, floors plans, etc.  
  
Committee member Davis asked if there will be an ATM. It was stated there is no intention 
to have a walk-up ATM. The timing of the project would be approximately 18 months. 
  
Scott Cochran, City Attorney, whose property is adjacent to this one, explained that their 
own plan did not work out. They have had to turn down several options because of the 
kinds of businesses that residents do not want to see – liquor stores, car washes, etc. Mr. 
Leggett lives in Smyrna in Forest Hills, so he is local and knows the area.  
  
Committee member Bacon asked about their building footprint. Mr. Leggett stated that in 
2007 there were seven branches, now there are 20. The branches back then were 5,000 
sq. ft with 6-8 teller lines, and three drive-up lanes. Now, they still want a presence in the 
community with a smaller footprint. They will not be open on Saturdays.   
 
Committee Member Heather Bacon made a motion to approve item Z25-010; seconded 
by Committee Member Greg Teague. 
 
The motion to approve carried with the following vote:
