Jones, City Administrator, stated that the NWS updated the city on the winter storm watch for the weekend. Richard Garland, Community Services Administrator, provided information on the Financial Sustainability Study for 2024. The impact of changes that were implemented in July of 2025 will not be seen until 2026. This is the model being used to set the fee schedule. The challenge was that rates had not changed for 14 or 15 years. There has to be a delineation between basic service and special interest service. What it clarifies is what is free or low-cost to everyone vs special or individualized programs. Councilmember Lindley asked about any updates on Tolleson Pool. Mr. Garland stated that the milling of the tennis court parking lot will begin tomorrow. A transformer will be moved to provide power to a different area. The existing bathroom building will be torn down and a temporary bathroom structure will be brought in. Door hangers were sent out to neighboring areas to update residents on the pool. Heather Peacon-Corn, City Clerk, updated Mayor and Council on the new filing rules for 2026. They will file four times in 2026. There is a five-day grace period after each due date. They will file with the City Clerks this year, but beginning in 2027, they are responsible for filing online themselves. If someone has an affidavit on file, like Councilmember Wilkinson and Councilmember Welch, nothing needs to be submitted at any of the quarterly intervals as long as they still have not collected more than $2,500.00 in contributions. Everybody sitting on council have filed their CCDR’s. 7. Executive Session (As Needed) A. COW2026-006 Executive Session to discuss Legal Citywide Councilmember Travis Lindley made a motion Enter into Executive Session to discuss Legal; seconded by Councilmember Latonia P. Hines. The motion Enter into Executive Session carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Wilkinson, Councilmember / Mayor Pro Tem Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch Councilmember Travis Lindley made a motion Return to Regular Session; seconded by Councilmember Latonia P. Hines. The motion Return to Regular Session carried with the following vote: Aye: 6 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Wilkinson, Councilmember / Mayor Pro Tem Gould, Councilmember Oglesby Nay: 0 – None Absent: 1 – Councilmember Welch
