Proclamations and Presentations A. PRC2026-011 Proclamation in recognition of Mental Health Awareness Month 2026 Ward 2 Councilmember – Latonia P. Hines read aloud the following proclamation: A Proclamation By the Mayor of the City of Smyrna In Recognition of Mental Health Awareness Month 2026 Whereas, May was first recognized in 1949 as Mental Health Awareness Month to educate, raise awareness, and recognize the importance of mental and behavioral health; and Whereas, mental and behavioral health includes our emotional, psychological, and social wellbeing; it affects how we think, feel, and act; it also affects how we handle stress, relate to others, and make choices; and Whereas, according to the Centers for Disease Control and Prevention, one in five Americans will experience a mental illness in a given year, impacting individuals, families, and communities in profound ways; and Whereas, every person shares the responsibility to promote mental wellness, support prevention efforts, and foster a culture of care and understanding; and Whereas, the need for comprehensive, coordinated mental and behavioral health service is critical to the strength and future of our community; and Whereas, the National Suicide Hotline Designation Act of 2020 established 988 as the nationwide three-digit number for mental health crisis, providing access to trained counselors for immediate support; and Whereas, Mental Health Awareness Month continues to emphasize community, stigma reduction, and the importance of supporting one another so that all individuals can experience more good days; and Whereas, every resident and community can help end the silence and stigma surrounding mental illness and encourage those in need to seek help; now Therefore, I, Derek Norton, Mayor of the City of Smyrna, Georgia, do hereby proclaim May 2026 as Mental Health Awareness Month, and call upon our citizens, government agencies, public and private institutions, businesses, law enforcement, and schools to recommit to increasing awareness and understanding of mental and behavioral health, promoting resilience, and ensuring access to appropriate and accessible services for all. Belisa Urbina, Chief Executive Director of Ser Familia, is a member of Prevent Child Abuse Georgia Advisory Board and Former Chairperson on Kennestone Hospital’s Regional Board of Directors. She explained that Ser Familia provides services to the Latino Community. They are expanding their footprint by opening a low cost/no cost services clinic.
