2. Call to Order
Chairperson Richard Garland called to order the January 14, 2026 License and Variance Board
meeting held at A. Max Bacon City Hall in Council Chambers at 10:01 AM.

A. LIC2025-055 Privilege License - Change of Agent – Package (Beer and Wine, Sunday sales )
– 540 CONCORD RD SE, Smyrna, GA 30082- OHM ENTERPRISES INC DBA CITGO QUICK
FOOD MART with SHILPA CHIRAG PATEL as agent.
Ward 3 Councilmember - Travis Lindley
Shilpa Chirag Patel and daughter, M. Chirag Patel – Agent – This is the first time being an
agent as she inherited this business after the passing of her husband who was the agent.
They have taken the required training through RASS who also performs random spot
checks to make sure of compliance. Employees check ID, and their POS prompts them
for ID when alcohol is being purchased. Mrs. Patel will be at the location 3-4 hours per
day. All employees are trained, and they hold weekly informal meetings to go over
any updates. They currently employ four people who have been with the business for a
number of years.
Chairperson Garland notified the agent that the City of Smyrna Police Department takes
this very seriously and will sometimes perform compliance checks.
Board Member Andrea Worthy made a motion to approve item LIC2025-055; seconded by
Board Member Eric Mohrmann.
