April 06, 2026 7:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 4 of 10 recognize April 19-25, 2026 as National Crime Victims' Rights Week and urge all citizens to recognize this month by dedicating ourselves to the task of improving the quality of life for all children and families and victims of crime. Members of Cobb Collaborative came forward and thanked Mayor and Council for the recognition and to speak about their initiatives and the resiliency of children and families. II. The time allotted for each speaker is as follows: Public Hearing - Five (5) Minutes 7. Community Development Items 8. Privilege License and Show Cause Hearing A. LIC2026-006 Package License Request - Beer & Sunday Sales (retail package) - 2431 Cobb Pkwy SE - Super La Villa LLC, DBA Supermercado La Villa, with Nancy Covarrubias as agent. Ward 1 Councilmember - Glenn Pickens This applicant, Covarrubias, Nancy, is the manager of the business listed below and has submitted an application with the business license office to obtain an alcohol beverage license, issued to, 2431 Cobb PKWY SE, Smyrna 30080. The business name is Supermercado La Villa. The business is incorporated under the name of Super La Villa LLC. A background check was conducted on this applicant. There was nothing in her background within the requirements of City of Smyrna Ordinance 6-51 that would prohibit her from holding the license as long as she meets all the other requirements of the ordinances that regulate this type of business. ; Councilmember Glenn Pickens made a motion to approve item LIC2026-006; seconded by Councilmember Latonia P. Hines. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None B. LIC2026-007 Privilege Package License Request - Beer, Wine and Sunday Sales (retail package) - 475 Windy Hill Rd SE - WINDY HILL USA LLC dba Windy Hill Market, with Urvish Patel as agent. Ward 5 Councilmember - Susan Wilkinson Application was made for privilege package license for WINDY HILL USA LLC, dba Windy Hill Market for the sale of Beer, Wine and Sunday Sales (retail package). Urvish Patel is the agent applicant.
