April 06, 2026 7:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 6 of 10 Smyrna’s annual landscaping contract (RFP 23-017) for a term beginning July 1, 2026 - June 30, 2027 in an amount of $1,343,183.64 paid from General Fund Facilities, and authorize the Mayor to sign and execute all documents. Citywide Mike Jones, City Administrator, provided the following background: This is a contractual agreement derived from RFP 23-017 between the City of Smyrna and Russell Landscaping LLC. This agreement will allow continued landscaping maintenance of all city facilities, rights-of-ways, and all city parks located within the City of Smyrna limits of maintenance responsibility. Staff recommends approval. Councilmember Charles Welch made a motion to approve item CON2026-008; seconded by Councilmember Travis Lindley. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None C. CON2026-009 Authorization to approve a one-year contract renewal with Smyrna Transfer Station, LLC (GFL Environmental) (4696 South Cobb Drive, Smyrna GA 30080) for the City of Smyrna’s annual Residential Municipal Solid Waste Disposal (RFP 22-036) for a term beginning July 1, 2026 - June 30, 2027 per the terms of the agreement and anticipated 7% C.P.I., and authorize the Mayor to sign and execute all documents. Citywide Mike Jones, City Administrator, provided the following background: This is a continuation from RFP 22-036 between the City of Smyrna and Smyrna Transfer Station, LLC (GFL Environmental). This agreement will allow continued residential municipal solid waste disposal based on the agreed upon terms of the contract with an anticipated 7% C.P.I. Mayor Pro Tem / Councilmember Tim Gould made a motion to approve item CON2026-009; seconded by Councilmember Travis Lindley.
