Citywide Mike Jones, City Administrator, provided the following background: In December 2019, twelve employees reached the maximum of their designated pay ranges. At that time, the Council authorized “top-out bonuses” equal to the amount exceeding the pay range maximum, distributed quarterly. These payments were issued in March, July, and October 2020, and January 2021, after which they were discontinued. Following completion of the UGA Class & Compensation Study, it was confirmed that employees who reach the maximum of their pay range—regardless of pay plan adjustments—are considered topped out. This practice has been consistently applied since that determination. Councilmember Travis Lindley made a motion to approve item ATH2026-044; seconded by Councilmember Latonia P. Hines. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None Mayor Derek Norton invited Boy Scouts to come forward and ask questions. • When you were elected, how were you voted in and what did that process look like? Mayor Norton answered that every four years each council member and the mayor run for office by campaigning and telling Smyrna citizens what their plan and vision for the city is. The people then decide if they want to vote for them or not. • What are the constitutional rights and obligations of the U.S. citizen? Councilmember Hines stated that citizens of this country are blessed to have the Constitution. She explained the three branches of government – executive, legislative, and judicial – and each of those branches work together to deal with things that were not contemplated by the founding fathers. This country is blessed to have a good framework that most other countries do not have. 10. Consent Agenda Councilmember Travis Lindley made a motion to approve the Consent Agenda as presented; seconded by Councilmember Charles Welch. The motion to approve carried with the following vote:
