October 06, 2025 7:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Council Chambers Page 9 of 12 $174,000.00 to cover citywide signage updates and amend the Adopted 2022 SPLOST Fund project length budgets to increase the Traffic Calming project expenditure budget in the amount of $424,400.00 and increase the State Government Grant revenue project length budget by $424,400.00. Citywide Mike Jones, City Administrator, provided the following background: Citywide signage updates was a line item in the FY 2025 Adopted Budget and was anticipated to be awarded in FY 2025. This project was not awarded until August 2025, and the FY 2026 Adopted General Fund Budget did not include funding in the Economic Development budget. We need to increase the departmental budget to cover the expense that was approved. It will be a one-signed amendment which means it will be covered by General Fund Balance. The City also received the LMIG Safety Grant from the State in the amount of $424.400.00 that was not included in the Adopted Project Length budget in the 2022 SPLOST fund. These grant proceeds are used for traffic calming. We need to increase that project budget and also the revenue budget to account for this grant receipt. Councilmember Rickey N. Oglesby, Jr. made a motion to approve item ATH2025-152; seconded by Councilmember Charles Welch. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley (virtual), Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None B. ATH2025-156 Approval of the recommended 2026 employee benefits insurance plans, providers, and plan designs as presented and recommended by Insurance Broker, John Knop of Oakbridge Insurance and authorize the Mayor to sign and execute all related documents. Citywide Mike Jones, City Administrator, provided the following background: Approval of the recommended 2026 employee benefits insurance plans, providers and plan designs as recommended by Insurance Broker, John Knop of Oakbridge Insurance. There are no changes to the components of the plans already in place, other than a nominal premium increase. Councilmember Charles Welch made a motion to approve item ATH2025-156; seconded by Mayor Pro Tem / Councilmember Tim Gould.
