1. Roll Call

2. Call to Order
Mayor Derek Norton called to order the July 20, 2026 Pre-Council Meeting held at A. Max Bacon
City Hall in the Admin Conference Room at 6:31 PM.
3. Review of Current M&C Agenda
PRE2026-022 Review of the July 20, 2026 Mayor and Council Meeting Notice and Agenda
Mayor Norton reviewed the July 20, 2026 Mayor and Council Meeting agenda.
Z26-004: Russell Martin, Community Development Director, gave a brief background.
Mayor Norton explained that it had initially been denied by Planning & Zoning
Commission, but the applicants made several significant changes based on public
comment. They went before Planning & zoning Commission again, and the vote to
approve was 3-1. Mr. Martin further explained that the public asked them to move the dog
park and move the detention pond. The opposition is rooted in not wanting townhomes
there. There are townhomes across the street. This is currently zoned GC which allows for
many different commercial properties as well as the proposed townhomes. Joey Staubes,
Planner II, explained the new elevations show three stories from the front and four stories
on the back. The updated information will be presented in the presentation tonight.
ATH2026-093: Councilmember Welch said that he did not receive the background
information he was looking for. He stated he was uncomfortable supporting this and will
