The 7U team went down to Augusta and won a state title. The 9U Smyrna All-Stars won the State Championship in Warner Robbins for the third consecutive year. A. Recognition of Eagle Scout, William Dawson Poppe Citywide Mayor Derek Norton announced the following: Recognition of Eagle Scout, William Dawson Poppe: • William earned his Eagle Scout Rank on 4/21/2026. • William is continuing the tradition in the Poppe family, as he is a third generation Eagle Scout, his father David Poppe, and Grandfather Paul Poppe are also Eagle Scouts. • William’s great grandfather Odin Poppe earned the coveted Silver Beaver Award as an outstanding adult Scout Leader. • William’s Eagle Project benefited Camp Twin Lakes. He built three C.H.O.A (Creative Hands on Activity) Carts, one for each medical lodge at each camp Rutledge East, Rutledge West, and Winder. At Twin Lakes several camps will host medically fragile children. The activity carts are heavy duty carts stocked with fun indoor activities to engage the kids when they are being cared for in the medical lodge instead of the camp activities such as zipline, rock wall, horseback riding or fishing. • William is a 2026 honors graduate from Campbell High School. William has earned a significant leadership and academic scholarship and will be attending Hampden Sydney College in the Fall of 2026 as a Biology Pre-Med major. 6. Proclamations and Presentations A. Oglesby Jr. read the following proclamation aloud: A Proclamation By the Mayor of the City of Smyrna In Recognition of Juneteenth June 19, 2026 Whereas, Juneteenth, also known as Freedom Day or Emancipation Day, is celebrated each year on June 19th in the United States to commemorate the end of slavery; and Whereas, though the Emancipation Proclamation had been issued on September 22, 1862, with an effective date of January 1, 1863, it had minimal immediate effect on most slaves' day-today lives, particularly in Texas, which was almost entirely under Confederate control; and Whereas, Juneteenth commemorates June 19, 1865, the day Union General Gordon Granger and 2,000 federal troops arrived in Galveston, Texas, to take possession of the state and enforce the emancipation of its slaves; and
