The developer shall evaluate downstream infrastructure and verify no adverse impacts to downstream infrastructure or properties, prior to the issuance of the land disturbance permit. 14. The developer shall be responsible for any stormwater improvements deemed necessary by the City Engineer. 15. The developer shall provide a 5’ sidewalk and 2’ grass strip along Camp Highland Road and Argo Road. 16. The developer shall install curb and gutter as required by the Public Works Director. 17. A minimum of 8 guest parking spaces will be provided and each townhome shall have a two-car garage. 18. Right-of-way dedication shall be provided along Argo Road and improved subject to the requirements of the Public Works Director. 19. Approval of the subject property for the zoning amendment shall be conditioned upon the development of the property in substantial compliance with the site plan submitted April 12, 2026. 20. The applicant shall be bound to the elevations submitted on April 12, 2026. Approval of any change to the elevations must be obtained from the Director of Community Development. Commission Member Carter asked if the units could be shifted down toward the corner and avoid the variance. Mr. Staubes said that it affects the access to the site. Commission Member Kolis echoed Mr. Carter’s question. Chairperson Powell asked the applicant to provide an overview of the request. Melissa Murillo came forward as the applicant. Ms. Murillo said that each townhome will be roughly 2,800 square feet and they would like to add high-end finishes to the townhomes. Each townhome will be listed for approximately $680K. Ms. Murillo said they recently met with members of the community and were working to resolve many of the issues. The dog park shall be fenced in to make is safer. They will be doing a traffic study prior to the next hearing. They heard about the aesthetics being too modern and have changed the materials to blend in more with the surrounding homes and bring more brick and cement siding into the design. They are reworking the glass garage doors to something different. They will have slight accents and differentiation on each townhome to make each different. Neighbors said there would be more traffic due to the townhomes but they find that single-family homes actually have more traffic generated since they typically have more children and people living there. Ms. Murillo also addressed the additional kids added to the schools and found only about 3 children would be added. Commission Member Gordon-Evans asked if there were 4 bedrooms and 4 bathrooms, there may be more people living there rather than having children since it may be geared toward adults rather than families. She said they cannot control who lives there. Commission Member Kolis asked about the stormwater pond and where it can be located. Asia Browner came forward as the civil engineer and said that the topography on the site makes it less feasible for it to be moved since they would need to move the drive aisle closer to the intersection. They heard there were concerns with mosquitoes so they moved from a retention pond to a detention pond. Commission Member Kolis also asked why there had to be 6 units. Jairo Murillo came forward and said the cost of the property is what drove it to be 6 units. Mr. Kolis also asked about the natural fencing and what that is and if it would also go around the stormwater facility. Mr. Murillo said it would be some screening trees.
