Russell Martin, Community Development Director, said they are currently reflecting the minimum width for the townhome standards. Chairperson Powell opened the floor for Public Hearing. Ziad Salameh - 4817 S Argo Rd - president of HOA- opposes- thanked Councilman Oglesby and Board Member Kolis for the meeting last week but felt that nothing had been addressed. He was concerned with the retention or detention pond and the mosquitoes and wants everything shifted further to the east. He is also concerned with a lack of deceleration lane and also mentioned that there were 4 homes already zoned for the area so not sure how it is GC. Alex Mionie - 4801 Claybrooke Dr - loves the design and the building but it doesn’t show the accuracy and how it directly impacts 4 homes on the west side. He reiterated the HOA president’s comments and said the parking is right on top of the HOA’s recreational facility. He does not believe something of this size needs to be built in this community. Dylan Morgan - 4841 Claybrooke Dr - thanked City staff and City Clerk and the applicants for how everyone has handled themselves but wants to defer the application since the signage and applications have been mixed up and feels that the notices have not been transparent and that the public should not have to infer what the zoning action is. He is also concerned with adequate buffering along the property. Robert Lowe - 4800 Claybrooke Dr - concerned with parking since thinks there will be more than 2 cars in each unit and is concerned with the guests visiting and where they may park. He is also concerned with stormwater and where the water will go and fears Woodland Brooke’s recreation area would be flooded if overflow from stormwater. Taimarie Locke - 4842 Claybrooke Dr - opposes; feels that the intersection at Argo Dr and Camp Highland Dr is very dangerous, regardless of how many units and is worried about having any additional driveways in the location. Phillip Toledo – 1627 Omara Lane - opposes; echoes neighbors sentiments and said it is very stressful to cross the intersection of Argo and Camp Highland (worse than East West Connector). He is concerned with the stormwater visual aspects and has concerns with where the stormwater is going to go. He said when you look at the elevations, it does not accurately represent what the site looks like. Rachel Spivey - 4921 Durley Ln - worried about the intersection as a driver as well since there is a dip in the road and cannot see vehicles for 4 seconds. Rocky Turner - 1641 Omara Ln - is an engineer and would propose to go beyond the existing ROW to see where the runoff will go. Chairperson Powell closed the public hearing at 6:47 pm. Ms. Browner, from the engineering firm, explained the difference between the retention pond and detention pond. The retention pond is to retain the water and would have plants to keep the water whereas a dry detention pond drains over a maximum of 72 hours. There is a mowing cost but not as much maintenance. Yes, it may overflow in a 100-year flood but said that they would have less discharge on the site than before they developed per GA Law. Traffic at the intersection is also a concern.
