2. Call to Order 
 
Mayor Derek Norton called to order the June 4, 2025 Downtown Development Authority (DDA) 
meeting held at A. Max Bacon City Hall in the HR Training Room at 12:00 PM.  
 
3. Chairperson Instruction and Comment 
 
4. Formal Business 
 
 A. ATH2025-099 Authorization for the approval of a Bond Purchase Agreement, Bond Form, 
Intergovernmental Economic Development Agreement, Assignment and Security Agreement 
and Bond Placement Agreement and authorize the Chairman and Secretary to sign and 
execute all related documents. 
Ward 3 Councilmember - Travis Lindley 
 
Mayor Derek Norton introduced Mike Jones who will be the new Interim City 
Administrator. 
  
Scott Cochran, City Attorney:  
• This is part of the acquisition of the Emory campus 
• Walk though meeting in about a week 
• Anticipated to close late summer 
• This is the first step toward financing the acquisition 
• The DDA issues the bond then enters into an agreement with the City  
• Due diligence – about 20 days left 
• The biggest issue is asbestos in the large building
