V26-015 Public Hearing - Variance Request - V26-015 - Reduce the distance between commercial and residential properties from 50 feet to 15.8 feet - Land Lot 687 - 5258 Oakdale Road - Bavan Properties, Inc. Ward 7 Councilmember - Rickey N. Oglesby Jr. Caitlin Crowe, Land Development Services Coordinator, provided the following background on V26-015 and V26-034: The applicant is proposing to develop the vacant parcel at 5258 Oakdale Road to accommodate two new office/warehouse buildings. The proposed changes will necessitate two variance requests: to reduce the distance between commercial and residential properties and allow a dumpster enclosure within the side setback. Section 802 controls the setbacks in the OD zoning district. The subject parcel is a 1-acre lot located on the western side of Oakdale Road at the intersection of Oakdale Road and W Maner Road. The subject parcel, one adjacent parcel to the south, and one adjacent parcel to the west are zoned OD (Office Distribution). The subject parcel and the southern parcel are currently vacant, while the western parcel is developed with office/warehouse uses. The other adjacent parcel to the west is zoned OI (Office Institutional) and contains a variety of commercial office spaces. The adjacent properties to the north and the other parcel to the south are zoned R-15 and are occupied by detached single-family homes. The properties across Oakdale Road are zoned LI (Light Industrial) and are occupied by a FedEx shipping facility. The subject property is currently vacant but was originally platted in 1972 (prior to the adoption of the current Zoning Ordinance in 1974). The applicant is proposing the construction of two new two-story office/warehouse buildings on the subject property that will be similar in use and appearance to the applicant’s property located to the south. The buildings will have brick facades and will be separated by a parking lot which will also serve as the fire truck turnaround on the site. A stormwater management facility will be located at the rear of the property, behind the second building. The property is unique in that it is located between two residential parcels despite being otherwise surrounded by commercially zoned properties. In fact, there are no other residential properties along this section of Oakdale Road for approximately 0.6 miles to the south. At the entrance on Oakdale Road, the lot width of the subject property is 103 feet. The property narrows through the middle and then expands significantly at the rear to a maximum of 145 feet. At its narrowest point (where the parcel is bordered with residential properties on either side), the property is 85 feet wide. Due to the narrow width of the lot, the applicant is requesting relief from the required 50-foot commercial-to- residential setback. After the application of the 50-foot setbacks from the residentially zoned properties on either side of the property, the only buildable area remaining is the triangular piece at the rear where the stormwater detention facility is proposed.
