2. Call to Order 
 
Mayor Derek Norton called to order the June 11, 2026 Committee of the Whole meeting held at 
A. Max Bacon City Hall in the HR Training Room at 6:00 PM.  
 
3. Staff M&C Agenda Items to Review 
 
AGR2026-028: Carol Sicard, Human Resources Director, stated that the purpose of a 
classification study is to ensure the City's classification system remains equitable, defensible, 
competitive, and aligned with organizational needs. A comprehensive review allows the City to 
accurately align positions with assigned duties and responsibilities, support employee 
recruitment and retention efforts, and provide clear career development pathways for employees. 
As part of the study, it is recommended that all job descriptions be reviewed and updated to 
ensure legal compliance, internal consistency, and accurate reflection of current duties, 
responsibilities, qualifications, and reporting relationships. The City's most recent classification 
and compensation study was completed in 2022. Studies are typically conducted every five to 
seven years. 
  
CON2026-014: Carson Haynie, Special Projects Manager, stated that the City of Smyrna 
entered into an agreement on June 3, 2022 with Rebuilding Together Atlanta, Inc. for the 
administration and implementation of a Home Repair Grant Program to assist lower income 
homeowners by providing grant funding for housing rehabilitation projects. The City and 
Rebuilding Together Atlanta desire to continue the program and assist qualified homeowners.
