6:00 PM City of Smyrna Mayor and Council Meeting 2800 King Street SE Human Resources Training Room Page 9 of 9 ATH2026-028 and ATH2026-030: Paul Osburn, Interim Public Works Director, explained that the scope of work provided by the Program Management Task Order will be as outlined in the Professional Services Agreement for Smyrna 2022 SPLOST Program Management Services. This work will be completed as an hourly not to exceed fee project. Invoicing will be progressive and will be submitted monthly for work completed to date less previous payments. The ATH2026-028 proposal incorporates, as if fully set forth herein, the terms and conditions of the Professional Services Agreement for Smyrna 2022 SPLOST Program Management Services dated June 7, 2021, between Croy Engineering, LLC and the City of Smyrna. The ATH2028-030 proposal incorporates, as if fully set forth herein, the terms and conditions of the Professional Services Agreement for Smyrna 2016 SPLOST Program Management Services dated August 3, 2015, between Croy Engineering, LLC and the City of Smyrna. 6. Other Business / Staff Comment Kash Trivedi and Teri Anulewicz, Smyrna’s contract lobbyists, provided the council with the year’s updates including: • Property Taxes – SB 33 • Redistricting • Removing QR codes for ballot counting – they have had two years to find a solution and still have not • School cameras – The Georgia Senate recently passed a bill with a 49-1 vote that addresses the use of automated speed cameras in school zones. If the legislation becomes law, it would allow voters to decide whether they want the cameras to remain in their specific school districts. Additionally, the bill includes a provision to eliminate these automated traffic zones entirely by 2028. These cameras have cited thousands of drivers and generated significant revenue for municipalities and the private companies that operate them. Councilmember Rickey N. Oglesby Jr. – The Juneteenth event is this Friday. There will be VIP tables and tastings. There will be great music, and great food, kid zones, crafts, dancing, etc. Councilmember Glenn Pickens – Rebuilding Together Atlanta worked on a house this morning. They worked on the outside and will be adding a chair lift. Councilmember Travis Lindley – Thanked all who came out for the service this past Sunday at the church. Councilmember Latonia P. Hines – Thanked Parks & Recreation team for the FIFA Juggling event and the concert. The concert had an estimated 3,700 people in attendance. 7. Executive Session (As Needed) 8.
