The terms of the agreement will be amended to extend the termination date from June 30, 2026
to June 30, 2027.
AGR2026-014, AGR2026-016, AGR2026-026: Carson Haynie, Special Projects Manager, stated
the first two items are extensions of the timeline in order to spend the monies from the
Community Development Block Grant. The third item is that an additional amount was granted,
and this will be to accept those funds. Mike Jones, City Administrator, stated that those funds
could be used toward the volleyball area for Parks and Recreation.
CON2026-016: Police Chief Zgonc stated that the City of Smyrna awarded Barrow Wrecker on
March 21, 2022, as the exclusive contractor to recover disabled City of Smyrna vehicles and
provide wrecker/towing/storage of disabled motor vehicles in violation of city, county, state law or
federal motor carrier safety violations. The updated fee schedule reflects current Cobb County
rates. To align with the fiscal year, the contract term is to be extended through June 30, 2027.
ATH2026-075: Dat Luu, IT Director, stated as part of the City's renovation and build-out of the
new administrative office space located at 1088 Concord Road SE, Smyrna, Georgia 30080
(formerly known as the Georgia Power Building), technology infrastructure improvements are
necessary to support the relocation of the Human Resources, Information Technology, and Utility
Billing Departments. These improvements will provide the technology, security, and
communications systems required to support daily operations, protect City assets, and enhance
customer service delivery. NetPlanner Systems, Inc. has submitted a proposal to furnish and
install low-voltage cabling, access control systems, security cameras, and audio/video equipment
throughout the facility. The proposed project will provide network connectivity, physical security
measures, and meeting room technology necessary for staff to effectively operate from the new
location.
ATH2026-087: Mike Jones, City Administrator, stated that on November 17, 2025, Mayor and
Council voted to approve closing King Street between Bank Street and Powder Springs Street
indefinitely effective November 21, 2025 between the hours of 3:00PM Fridays - 6:00PM
Sundays to allow pedestrian traffic during peak hours of use at the Village Green Space. In
anticipation of the World Cup FIFA event called Cup Daze, Public Works and Parks and
Recreation are requesting 24 hour a day closure from June 11, 2026 – July 19, 2026 for
pedestrians to be able to navigate safely the event areas on the Village Green Space.
Councilmember Wilkinson expressed concern about the handicapped parking access within the
area that is closed off, and she mentioned that parking at the library has been an issue. Mr.
Jones stated that there are only two spaces that are affected.

A. COW2026-034 Cobb County-Marietta Water Authority Presentation - Cole Blackwell, General
Manager
Cole Blackwell, General Manager of the Cobb County-Marietta Water Authority presented
the following:
• The Cobb County-Marietta Water Authority (CCMWA) is an independent political
subdivision of the state of Georgia, created by the Georgia General Assembly in
1951 for the purpose of providing wholesale drinking water to the region.
• CCMWA currently serves 11 wholesale customers who serve a population of
around 1,000,000 people across a six-county area. (Cobb, Cherokee, Bartow,
Douglas, Fulton, and Paulding)
• Cobb County Water System is CCMWA’s largest customer, and the Marietta
Board of Lights & Water is the second largest.
