1. Roll Call 
 
         Present:  5 – Councilmember/Chair Rickey N. Oglesby, Jr., Committee Member Vanya  
                               Foote, Committee Member Robert Harrison, Committee Member Meg Quigley,

2. Call to Order 
 
The May 15, 2026, Smyrna Public Art Committee held at A. Max Bacon City Hall in the HR 
Training Room was called to order at 11:33 AM.  
 
3. Chairperson Instruction and Comment 
 
Chairperson Oglesby welcomed the committee, city staff, and Anna Talarico to the meeting. 
Chairperson Oglesby said spring is here which is a great time for residents and visitors to view 
public art in Smyrna that was installed in previous years. Chairperson Oglesby said he has been 
getting good feedback from the community about the recent artwork installed during the previous 
fall season. Chairperson Oglesby highlighted the agenda and gave the floor to Special Projects 
Manager Carson Haynie for updates.  
 
4. Formal Business 
 
 A. 2026-196 Project Updates 
 
Special Projects Manager Carson Haynie said the Belmont wall has been replaced and is 
now a potential location for a mural for the ARTery. Carson Haynie said the crosswalk 
murals in front of City Hall will be removed by the end of the following week. Carson 
Haynie said she spoke with the mayor about the future of the crosswalks. Carson Haynie 
said Mayor Norton was strongly in favor of using Street Bond considering the durability of 
the paint. Carson Haynie said during the May 29 meeting, the committee will be selecting 
artist profiles for the digital and painted pre-qualified lists. Carson Haynie said Anna 
Talarico will be presenting the Public Art Master Plan at the Thursday, May 28, Committee
