Committee Member Robert Harrison asked if Anna Talarico has reviewed the proposal which would include the ARTery boundaries. Special Projects Manager Carson Haynie said Anna Talarico has reviewed the proposal and there have been various understandings of what the ARTery is. Carson Haynie said the mayor’s perspective of the ARTery has been defined as Atlanta Road from Belmont to Brawner and includes the downtown area. Chairperson Oglesby said the ARTery has expanded. Carson Haynie said she and Robert Harrison walked the ARTery with Paul Osburn. Committee Member Meg Quigley asked if there is a risk with sidewalks being dug up. Carson Haynie said yes and confirmed that none of the proposed locations are safe from being dug up. Committee Member Meg Quigley said that the median murals sound like a safer option. Chairperson Oglesby said the sidewalks sound like low-lying fruit and would be a good opportunity to pursue. Special Projects Manager Carson Haynie said Anna Talarico suggested doing an artist commission on the Belmont sidewalks which requests a ribbon-like design rather than doing an edge-to-edge mural. Anna Talarico said this would be created using traditional paint and the budget would include materials. Chairperson Oglesby said he thinks this would be very impactful with great visibility. Chairperson Oglesby asked Committee Member Robert Harrison if this could be considered as part of the original plan. Committee Member Robert Harrison said yes, and he believes it would be creative and different. Special Projects Manager Carson Haynie said square murals on the sidewalks are a possibility as well. Anna Talarico said she recommends using Street Bond on the sidewalks near Stillfire, as there would be high foot traffic there. City Administrator Mike Jones asked how long the sidewalks would be closed for the painting and drying process. Anna Talarico said it is a very quick process with the Street Bond product taking only 12 hours to dry. City Administrator Mike Jones said that is a great plan if the work does not interfere with any events. Committee Member Meg Quigley asked about the CSX wall. Committee Member Robert Harrison said that he has received permission from CSX to paint the wall, but the city cannot have it painted with tax payer dollars because it is not city property. Interim Director Paul Osburn said the city cannot use public funds for private property. City Administrator Mike Jones said if the committee wants to pursue it, let Carson Haynie know, and he will help source private funds to get it painted. City Administrator Mike Jones said this is a great location for art. Committee Member Meg Quigley said there is a wall on StillFire Brewery’s property that is visible from Atlanta Road and she spoke with the StillFire Brewery owners who gave her permission to bring the idea of painting this wall to the Public Art Committee. Anna Talarico said public and private partnerships are permissible according to the Public Art Committee’s policy. She recommended introducing an easement for this project which would allow the city to have authority to perform maintenance and any other necessary work needed for the mural on the site. Committee Member Robert Harrison said it would be neat to have the wall mural spill onto the sidewalk. Special Projects Manager Carson Haynie said she and Anna Talarico would work on the CSX wall budgeting and approve it with City Administrator Mike Jones before presenting it at the next meeting. Chairperson Oglesby asked what the committee wanted to pursue. Committee Member Vanya Foote made a motion to approve beginning with the two sidewalk murals in front of StillFire Brewery; seconded by Committee Member Robert Harrison.
