Chairperson Oglesby asked Anna Talarico about the lifespan of the Street Bond material. Anna Talarico said both Street Bond products (thermoplastic and standard paint) are incredibly durable and would last seven to eight years, especially if the median is in pristine condition. She said if the committee decided to do the crosswalk murals instead of the medians, the committee would need to ensure the crosswalk is in the best condition which may require asphalt patching before paint is laid. Street Bond will work with Public Works to assess the asphalt and concrete conditions before making product recommendations. Committee Member Robert Harrison clarified that he originally proposed to paint a medium-sized mural that would not last for many years, which would be less expensive and minimize the impact on the median concrete. Robert Harrison said it would be a better option to use less durable paint which would minimize the deterioration of the median, and the committee would have the freedom to change artwork as often as they desire. Chairperson Oglesby agreed with Committee Member Robert Harrison and asked Anna Talarico if Street Bond has a less aggressive product. Anna Talarico said yes, she would recommend the SB120, which is geared toward sports courts and sidewalks which would work well for the medians as there is no risk of vehicular traffic. If the committee decided to pursue another crosswalk mural, she recommends the stronger product (SB150). Committee Member Burke Scott said he was under the impression that this conversation with Street Bond was specifically for the crosswalks and asked the committee if the paint that was used for the previous crosswalks could be used for the medians. Interim Public Works Director Paul Osburn said this crosswalk is highly used and the concern is slipping resistance. Committee Member Robert Harrison said it looks like everything is pointing to not doing the crosswalks. Special Projects Manager Carson Haynie said she was under the impression from the last meeting that the committee was waiting on FY27 money to pursue the crosswalks. Anna Talarico recommended the committee pause and take stock of the priorities for the medians. She asked the committee if long-term artwork, traffic calming, and/or rotating murals, etc. is the priority for this site. Special Projects Manager Carson Haynie said there are other projects to consider from this list if the committee would like to review those before committing to the medians. Committee Member Burke Scott said he was under the impression that these medians did not need the Street Bond treatment since there is not vehicular traffic posing a threat. Anna Talarico said she has received directions to cover the entire median, not just certain sections. Committee Member Robert Harrison said painting the entire median with regular paint could be a compromise. City Administrator Mike Jones said that sounds like a good solution. Committee Member Robert Harrison said we can use more accessible paint. Anna Talarico asked Paul Osburn what Public Works thinks about this plan. Interim Public Works Director Paul Osburn said the concrete will make it slip-resistant, so Public Works is okay with this plan. Anna Talarico said she presented the budget for this plan at the last meeting which received feedback that it was too expensive. Anna Talarico said because the city would be paying for the artist materials, the numbers may end up being more expensive than the Street Bond estimate for the medians. Committee Member Meg Quigley said there are so many other projects to focus on. Chairperson Oglesby agreed. Committee Member Vanya Foote said she would like to see the other projects. Committee Member Burke Scott made a motion to table the median murals; seconded by Committee Member Meg Quigley.
