The committee agreed they would like to pursue that project. Committee Member Robert Harrison asked if the hang up on the median murals was whether to paint the entire island or just a portion of the island; or if there was another issue with the project. Committee Member Burke Scott said the cost changes significantly since the city must pay for the materials. Special Projects Manager Carson Haynie said the cost for the medians with SealMaster was much higher than what was presented today. Chairperson Oglesby said the medians have been tabled and the committee agreed to wait for further information on this project. The committee agreed to pursue the sidewalk mural on the corner of Belmont. Anna Talarico asked the committee if they would like to see just one artist on the Belmont sidewalk mural project or two. The committee agreed that there should be one artist for the entire project. Committee Member Burke Scott made a motion to approve pursuing the sidewalk mural on the corner of Belmont with one artist on the project; seconded by Committee Member Robert Harrison. The motion to approve carried with the following vote: Aye: 5 – Chairperson Oglesby, Committee Member Foote, Committee Member Harrison, Committee Member Quigley, Committee Member Scott Nay: 0 – None Absent: 2 – Committee Member Barnes, Committee Member Thomas D. 2026-202 ARTery Sculpture Locations Special Projects Manager Carson Haynie said a few locations have been identified ARTery scuplture locations. She has spoken to staff about the locations proposed by Robert Harrison, and she asked Anna Talarico to share the images of the sculpture locations beginning with the vacant concrete pad that was once used as a bike rack. Carson Haynie said Anna Talarico budgeted $10,000.00 for an artistic bench at this concrete pad location. Interim Public Works Director Paul Osburn said it is a feasible location, but the bench must be examined by a structural engineer and have breakaway points in case of accidents. Chairperson Oglesby asked to see the other location options. Special Projects Manager Carson Haynie shared the Reed House location that Robert Harrison proposed. She will need to speak with Community Services Director Richard Garland about putting a sculpture near or within the garden at the Reed House. Committee Member Robert Harrison says if it is coming out of the ARTery fund then it needs to be visible from Atlanta Road. Special Projects Manager Carson Haynie said she anticipated Richard Garland being at this meeting but since he is not, she will need to speak with him before anything is approved regarding this location considering it is a historical site. Carson Haynie pivoted to the vacant lot between Smyrna’s Fire Department and Police Department. She said the Fire Chief does not want a sculpture erected on the hill, but he does not mind if it is on the ground. Ms. Haynie said Robert Harrison mentioned an arch for the ARTery entrance at Taylor Brawner Park near the fountain. Committee Member
