RFP26-013 Authorization to award RFP-26-013-Consultant Services for Comprehensive Plan Update to MKSK (MKSK, Inc. 999 Peachtree St NE, Atlanta, GA 30309) for $198,000 to be paid from the General Fund and to authorize the Mayor to sign and execute all related documents. Citywide Mike Jones, City Administrator, provided the following background: The City requested proposals for a consultant to update the city’s Comprehensive Plan. Eight (8) proposals were received on Friday, December 19, 2025, and evaluated by staff from Economic Development and Community Development. The team selected three (3) firms for presentation/interviews and the final evaluation on January 16, 2026. The recommended firm is MKSK. Councilmember Travis Lindley made a motion to approve item RFP26-013; seconded by Councilmember Glenn Pickens. The motion to approve carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None B. CON2026-002 Approval to purchase a 2025 Ford Transit –150 Cargo Van, RWD, in the amount of $47,350.00 to be purchased from Hardy Family Ford (1255 Charles Hardy Parkway, Dallas, Ga.) using the Georgia Statewide Contract #99999-SPD- SPD0000218-0003, funded by the Vehicle Replacement Fund, and authorize the Mayor to sign and execute all related documents. Citywide Mayor Derek Norton explained that the city did shop first at the local Ford dealer, but they did not offer competitive pricing. Mike Jones, City Administrator, provided the following background: Vehicle #3078, a 2006 Ford E-350 Cargo Van, is utilized daily by Support Services staff to sustain essential Fire Department operations. This vehicle is critical for transporting equipment, supplies, and materials necessary to support station operations, logistics, maintenance, and administrative functions across the department. Vehicle #3078 has exceeded the City’s established age replacement criteria by nearly 5 years. Continued use increases the risk of mechanical failure and operational downtime, which could negatively impact support functions that enable frontline emergency response. The total cost to replace Vehicle #3078 is $47,350.00. The replacement vehicle will be built to order, with an anticipated delivery timeframe of 8–10 weeks following approval.
