Stipulation 4 does state that Cobb County GDOT and GDOT all have to sign off on the plan, and all jurisdictions will coordinate their reviews. Mr. Lammerts, Arris Smyrna, LLC, stated in these situations, traffic is the first issue addressed, but the study is done after approval. Mr. Kirk, attorney, stated that City Engineer has reviewed the traffic and staff made recommendations that will be implemented. Kendra Lewis – Sr. Permit Manager for Chick-Fil-A – stated she is involved in due diligence and works with the Chick-Fil-A engineer. She stated that no traffic study has been done because they require approval first due to the fact that those studies are very expensive. She also reiterated that nothing can move forward with Smyrna until all jurisdictions approve the plan. Councilmember Hines asked if Misty Lane falls within Smyrna city limits to which Mr. Martin stated it does not. It is in unincorporated Cobb County. Smyrna jurisdiction is only on the west side of Oakdale Road, and Cobb County provides both water and sewer for that area. Mayor Norton asked ow many estimated cars would be coming through, if the intersection can handle it, and asked if the traffic study should be done prior to approval so the Council can make an educated decision. Councilmember Welch posed a hypothetical situation when traffic would be terrible in the mornings exiting Chick-Fil-A. He stated that this is a tough site plan, and he would not exit onto Oakdale Road. Councilmember Oglesby stated he was disturbed that a traffic study had not been done and asked what the busiest hours for a Chick-Fil-A are. Daniel Lomax, owner/operator of the current location, stated that the current location just down the road does 2/3 the volume of the Chick-Fil-A closer to downtown Smyrna. The location does below average business. He also explained that two drive-thrus seem scary, but those double drive-thrus only help traffic. Everything will be contained to the lot because the new location was designed to handle three times the volume. Their busiest hours are between 7:00 – 9:00 AM and noon – 1:30 PM. Mr. Kirk stated they will do a traffic study prior to approval. This item will be tabled to the March 16, 2026 Mayor and Council meeting. Councilmember Rickey N. Oglesby Jr. made a motion to table item Z25-015 to the March 16, 2026 Mayor and Council Meeting; seconded by Councilmember Latonia P. Hines. The motion to table carried with the following vote: Aye: 7 – Councilmember Pickens, Councilmember Hines, Councilmember Lindley, Councilmember Welch, Councilmember Wilkinson, Mayor Pro Tem / Councilmember Gould, Councilmember Oglesby Nay: 0 – None Recuse: 0 – None 8.
