Mark Wolff, City Engineer, stated that one intersection where a crosswalk has asked to be 
installed is Church Street and Reed Street. They will wait to install flashing beacon until 
the downtown redevelopment plan comes together. They do not want to install something 
that will only have to be removed at a later date.  
  
 Starline Drive:  
• 1,430 linear feet of 5-foot-wide sidewalk and 2 feet of grass strip along the south 
side of Starline Drive 
• Pedestrian connection from South Cobb Drive to the east side of Tolleson Park 
• Traffic calming measures applied to Starline Drive 
• Pedestrians in roadway 
• Sidewalks were discussed, though the residents have not asked for them 
• People have a problem with speeding cars 
 
 Bates Street:  
• This was brought forward by Councilmember Hines 
• There is a gap in continuous sidewalk 
• This is not ready to go 
• Concept design needs to go to residents 
• More information and resident feedback should be available for the next meeting 
 
 Legion Drive: 
 Existing Conditions  
• Bisects Brinkley Park and connects residential street (Dunn Street) to the park and 
to Concord Road 
• No pedestrian access from the park overflow parking lot 
• Marked pedestrian crosswalk across Legion Drive do not terminate in curb or 
sidewalks 
Proposed Improvements:  
• Install two (2) speed humps on Legion Drive 
• Install sidewalk along south side of Legion Drive 
• Install ADA-compliant ramps and crosswalks across Legion Drive and Dunn Street 
• Trail connection from parking lot to the Legion Drive crosswalk and north fields 
• Enhance existing STOP signs with solar-powered, flashing beacons 
• Clear vegetation along Legion Drive that is a visual obstruction for drivers and 
pedestrians 
 
 North Cooper Lake Road – Bicyclist Safety 
 Background & Issue:  
• Citizen request to add signs to North Cooper Lake Road that state bicyclists may 
use full lane 
• Implied safety issues are sight distance and vehicles not giving enough room to 
cyclists when passing
