Ward 3 Councilmember Travis Lindley ISSUE AND BACKGROUND: The City of Smyrna purchased the 9-acre campus of the Smyrna First Baptist Church in December 2024, and awarded the contract for downtown redevelopment master plan to MKSK at the January 6, 2025, meeting of Mayor and Council. This plan and its recommendations focused on the Downtown Smyrna Study Area, located on Atlanta Road between Concord Road and Hawthorne Avenue and include Market Village, City Hall, the Village Green, and the Smyrna Library and Community Center, Jonquil Village, as well as the First Baptist Church site. A robust public engagement process was conducted and resulted in the development of a Downtown Smyrna Redevelopment document which includes a preferred concept plan for the 9- acre First Baptist Church site, and adoption of the Downtown Smyrna Redevelopment document by official resolution is necessary to be eligible for future infrastructure funding from federal and state funding sources for the purpose of implementing certain proposals, recommendations and projects contained in the plan. The adoption of the Downtown Smyrna Redevelopment document by official resolution is also necessary to proceed with a formal solicitation for a private developer to partner with the City on a redevelopment of the First Baptist Church site. RECOMMENDATION / REQUESTED ACTION: Community Development and Economic Development recommend authorization for the approval of RES2026-005 to adopt the Smyrna Downtown Redevelopment Plan (2026) and authorize the Mayor to sign and execute all related items.
