2. Call to Order
Mayor Pro Tem Tim Gould called to order the November 13, 2025 Committee of the Whole
meeting held at A. Max Bacon City Hall in the HR Training Room at 6:00 PM.
3. Staff M&C Agenda Items to Review
ATH2025-182: Andrea Worthy, Economic Development Director, stated this agreement helps
assist with project management for The Trust for Public Land for the HUD Community Project
Grant.
She also reminded all about the final community input session on Monday, November 17, 2025
at the Smyrna Community Center’s Large Gym from 5:30 – 7:30 PM. It will be the same format
as meeting number 2.

A. COW2025-111 Review of the November 17, 2025 Mayor and Council Meeting Agenda
LIC2025-037: Russell Martin, Community Development Director, explained this is
application for an already approved license for fall/autumn items, and now she wants to
add Christmas trees.
