12. The developer shall be responsible for any water and sanitary sewer improvements
deemed necessary by the Public Works Director during construction plan review.
13. Approval of the subject property for the R-15-Conditional zoning district shall be
conditioned upon the development of the property in substantial compliance with the
site plan submitted 11/4/2025 and created by Meridian Geomatics and all zoning
stipulations above.
14. Approval of the subject property shall be conditioned upon substantial compliance with
the elevations submitted on 10/8/2025.
Chairperson Powell asked the applicant to provide an overview of the request. Eric Neas
came up as the applicant. He and his wife bought the property about a year ago but have
been in Williams Park for 11 years and want to build their forever home.
A public hearing was called, and no one came forward in favor of or in opposition to this
item.
Commission Member Keith Bentley made a motion to approve item Z25-016; seconded by
Commission Member Earl Rice.
The motion to approve carried with the following vote:

C. Z25-014 Public Hearing - Zoning Request - Z25-014 - Allow rezoning from GC to RHR-PD for
an age restricted multi-family development with 53 units at a density of 41 units per acre for
ages 62 and up - A land use change from MODR to HDR is also requested – Land Lot 519 -
1.3 acres - 1185 Belmont Avenue - VG Cairn Point Smyrna, LP

Russell Martin, Community Development Director, presented staff recommendation for the
rezoning request. The request is to be heard by Mayor and Council on December 15,
2025. The request is to rezone the property from GC to RHR-PD to allow for an age-
restricted multi-family development with 3 stories. This will be a LIHTC project to seek tax
credits for affordability with 30% of the units meeting affordable income parameters. This
will be a future land use change from Moderate Density Residential to High Density
Residential. Some of the property was in Smyrna previously but was in Cobb County’s
jurisdiction; however the Cobb County property was annexed into Smyrna in roughly
2022. When the property was brought into the City, it maintained the closest possible
zoning from Cobb County, which was GC. An irrigation company was previously on the
property and was maintained when annexed. The County’s future land use plan was low
residential which is the default for county properties if they are not flagged for rezoning.
They will only have one-bedroom units with the rear of the building being the leasing area
and the amenity area. There is an existing billboard on the site that will not be removed as
part of the development, which causes a site constraint. They will have an underground
stormwater detention that will be under the parking lot and be required to do a full
hydrology study as part of the LDP process. They will add a sidewalk with a ROW
dedication along the property and will also add a sidewalk along Dixie Ave and Belmont
Ave to provide connectivity. Mr. Martin went through the differences between RHR and
GC to show the possibilities if they did not rezone the property.
