13. The minimum lot size shall be 1.3 acres.  
14. The minimum lot width shall be 150’. 
15. A buffer strip with a minimum depth of ten feet adjacent to every exterior property line  
      shall be provided. 
16. The developer shall meet all fire access requirements deemed necessary by the Fire  
      Marshal during construction plan review. 
17. The developer shall be responsible for any water and sewer improvements deemed  
      necessary by the Public Works Director during construction plan review.  
18. The developer shall be responsible for any stormwater improvements deemed  
      necessary by the City Engineer. 
19. The trash dumpsters shall utilize rubber tops and be appropriately screened with a  
      three-sided brick enclosure. 
20. The development shall include a minimum of 55 parking spaces.  
21. The development shall be restricted to residents aged 62 and older. 
22. All units shall be one-bedroom units.  
23. Approval of the subject property for the RHR-PD zoning district shall be conditioned  
      upon the development of the property in substantial compliance with the site plan  
      submitted 10/31/2025 and created by Kimley Horn. and all zoning stipulations above. 
24. The applicant shall be bound to the elevations submitted on 10/31/2025. Approval of  
      any change to the elevations must be obtained from the Director of Community    
      Development. 
  
Chairperson Powell asked the applicant to provide an overview of the request. Wesley 
Brown, applicant, came forward. Mr. Brown said there is a significant need for aging 
housing and his company identified this site. They have had many discussions with the 
adjacent properties and have been able to change the application for the better with all of 
the feedback. 
  
Chairperson Powell asked how many times they have met with the community. 
Specifically, they have met with Jennifer Forstner and followed up with Andy Bennett, Ron 
Davis, Lem Ward, current HOA president of Village at Williams Park, Jim Duelmer, and 
Keith Bentley, and have sent out a handful of emails and followed up the emails with a 
meeting with several members at the Planning & Zoning office. 
  
A public hearing was called. 
  
Jen Forstner- 2465 Dixie Ave- opposed- shares concerns with many people and 
concerned with safety risks and nearby school. She said the zoning codes are promises 
and is worried that it would set a bad precedence to allow so many variances. She said 
very few people were informed beforehand. She is good with growth but feels that it is 
against the Smyrna code. 
  
Nicole Bennett- 1352 Pierce Ave- opposed- now a neighborhood that is lined with single-
family homes; the properties fit together in scale and character, and they would be 
replacing an intimate streetscape with a complex. The momentum is forward towards 
reinvestment as opposed to decline and they welcome responsible development but 
wants something owned rather than rented. She wants new construction that brings long-
term homeowners that will bring people with a stake in the community. 
  
Andy Bennett- 1352 Pierce Ave- opposed- supports high-quality development but this 
property raises serious concerns. He said they would be adding hundreds of daily trips 
that will add congestion during peak hours to several different intersections and 
attempting to turn left at the golf course is already risky. This development would strain 
local streets and worsen intersections that are already bad.
