ATH2025-167 Approve the closing of the following streets for the Smyrna Parks and Recreation’s Home for the Holidays: King Street from Stephens to Powder Springs St and W. Spring St. from Atlanta Rd to King Street from 2:00 p.m. - 11:00 p.m. on Tuesday, December 2, 2025. CITIZEN PARTICIPATION Public comment during this portion of the agenda must be limited to matters within the jurisdiction of the City Council. No subject may be acted upon by the City Council unless that subject is on the agenda and is scheduled for action. If you wish to be heard, please sign up with the City Clerk, come to the podium when called by the Mayor, state your name and address for the record and make your remarks. The time allotted for each speaker is as follows: Public Comment - Three (3) Minutes 11. Public Comment Corenza Morris, business owner (Jeremiah’s), stated there is a Special Election on November 18 for Senate District 35 for which he is running. He will be present to let people know why he is running. Cody Hugley, 1641 Flint River Place, stated that in the area where he lives there is no traffic calming, poor street lighting, industrial activity next to homes, minimal or no response from city staff. City government should respond to citizens. He is asking neighbors to stay engaged. Says that he is tired of being neglected in their neighborhood. He stated that the use of the 311 app has resulted in unanswered issues with closed tickets and little to no correspondence. Mayor Derek Norton stated that he does not agree with his statement that staff does not respond as this city has the best staff. He reminded him that his point of contact is the Ward 7 Councilmember Rickey N. Oglesby Jr. He also explained that the area was Heavy Industrial when it was annexed into Smyrna. He said that he does not ever want residents to feel like the city is not responsive. He wants the City Administrator to meet with them before the next meeting. Councilmember Rickey N. Oglesby Jr. stated that he also takes issue with city staff not being responsive. He receives most, if not all, of those emails. If it is an HOA issue, the HOA has to respond, not the city. Code violations are being dealt with and documented. He encouraged the use of the 311 app which allows all communication to go to the appropriate staff members and to him as the council member. In referencing Arrow Waste which was already there when annexed, this issue has not come before Mayor and Council. He specifically spoke about trash
