 AB. ATH2025-215  
Authorize the final disbursement to Baldwin Paving for the Windy Hill Boulevard 
project withholding $175,000.00 as liquidated damages, approve settlement of civil 
action between Baldwin and the city for a dismissal and mutual release of all claims, 
formally approve any authorized outstanding change order(s) made in the field during 
the project and authorize the mayor to execute all documents finalizing the project.

11.  Public Comment 
 
Steven Jones, 2823 Spring Drive, came forward and stated that he appreciates each 
member of the council. He acknowledged that their jobs are not easy and 
appreciates their sacrifice. Grateful to live in Smyrna for 49 years and Cobb County. 
He just wanted to share his thankfulness.  
 
Olivia Wise, chair for Keep Smyrna Beautiful (KSB), thanked the Mayor and Council 
for the appointments and reappointments to the KSB Board. She is grateful for all 
they do and is looking forward to 2026. 
 
12.  Ward and Staff Reports 
 
Councilmember Glenn Pickens stated that this being the last meeting of the year, he 
wanted to wish all a Merry Christmas and Happy New Year. To start the new year 
off, he, Councilmember Lindley, and Mayor Pro Tem Gould will hold a joint town hall 
in Council Chambers on January 4, 2026. 
  
Councilmember Travis Lindley thanked the Mayor of the Day Carlisle. He reminded 
all about the special election tomorrow. He wished all a Happy Holidays and offered 
a huge thanks to staff for their hard work.
