Mike L. Jones, City Administrator, provided the following background: 
  
Over the past several years, the Community Development Department has worked 
with StillFire Brewing on the construction of their new facility in Smyrna. Community 
Development staff has assisted with the permitting and licensing process. StillFire 
Brewing has expressed the desire to manufacture distilled spirits. The City’s Alcoholic 
Beverage Ordinance is silent on distilleries. The city updated the Zoning Ordinance in 
2018 to address zoning requirements for breweries and distilleries; however, 
distilleries weren’t added as an available license to the City’s Alcoholic Beverage 
Ordinance. Distilleries fall under a separate classification under the State Code of 
Georgia and are permitted separately from breweries and wineries. Community 
Development is proposing a code amendment to the Alcoholic Beverage Ordinance to 
address the licensing requirements for distilleries. Staff recommends approval.  
 
Councilmember Rickey N. Oglesby, Jr. made a motion to approve item ORD2025-012; 
seconded by Mayor Pro Tem / Councilmember Tim Gould. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  Councilmember Pickens, Councilmember Hines (virtual), 
Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / 
Councilmember Gould, Councilmember Oglesby  
Nay: 0 –  None 
Absent: 1 –  Councilmember Welch 
 
8.  Privilege License and Show Cause Hearing 
 
 A. LIC2025-049 Privilege License - change of ownership - existing alcohol license 
(Pouring/Sunday Sales Beer & Wine) - New Liquor – 5350 United Drive STE 
106 - RJ Pizzeria LLC DBA Siracusa's NY Pizzeria with Jay Patel as agent.

Mike L. Jones, City Administrator, provided the following background: 
  
Application was made for privilege license RJ Pizzeria LLC DBA Siracusa's NY 
Pizzeria for the sale of Liquor, beer & wine (Pouring/Sunday sales). 
  
Jay Patel is the agent/applicant. Jay Patel will be the registered agent responsible for 
the sale of alcohol at 5350 United Drive STE 106, Smyrna GA 30082. The applicant 
has been given a copy of the Alcoholic Beverage ordinances and attended the 
mandatory alcohol awareness workshop. 
  
A background investigation conducted by the Smyrna Police Department failed to 
reveal information that would preclude issuance of this license. Mr. Patel has agreed 
to abide by the guidelines set forth by the City of Smyrna ordinance governing the sale 
of alcohol. 
  
Jay Patel – agent – came forward and stated that nothing is changing, recipes will be 
the same. He is at the restaurant often, so he welcomed Mayor and Council to come 
in and say hi.  
  
A public hearing was called, and no one came forward in favor of or in opposition to 
this item.
