seconded by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote:

Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / 
Councilmember Gould, Councilmember Oglesby  
Nay: 0 –  None

 B. LIC2025-051 Privilege License - New Request – Beer & Wine (Pouring) – 4924 S 
COBB DR SE STE D & E, Smyrna, GA 30082 - J & F Restaurant LLC DBA Taste of 
China with Jiali Chen as agent. 
Ward 7 Councilmember - Rickey N. Oglesby Jr. 
 
Jiali Chen – agent – stated that they serve Chinese food in a dine-in setting, and many 
customers have asked for beer and wine. She stated staff has taken all the proper 
training for beer and wine service. 
  
A public hearing was called, and no one came forward in favor of or in opposition to 
this item. 
 
Councilmember Rickey N. Oglesby, Jr. made a motion to approve item LIC2025-051; 
seconded by Mayor Pro Tem / Councilmember Tim Gould. 
 
The motion to approve carried with the following vote: 
 
Aye: 6 –  Councilmember Pickens, Councilmember Hines (virtual), 
Councilmember Lindley, Councilmember Wilkinson, Mayor Pro Tem / 
Councilmember Gould, Councilmember Oglesby

Brewing with Aaron Bisges as agent. 
Ward 3 Councilmember - Travis Lindley 
 
Aaron Bisges – agent – came forward and stated they anticipate opening in February. 
He also stated he has taken all the requisite courses.  
  
A public hearing was called, and no one came forward in favor of or in opposition to 
this item. 
 
Councilmember Travis Lindley made a motion to approve item LIC2025-053; seconded 
by Councilmember Glenn Pickens. 
 
The motion to approve carried with the following vote:
