• Anna Talarico stated that when selecting artists for the RFQ, the contract will
include language specifying that the 2D design can only be distributed for non-
commercial purposes.
• Rickey Oglesby asked if the designs could be sold to benefit the public art
committee. Richard Garland responded that such sales would require a different
type of contract with the artists and involve licensing fees. Anna Talarico clarified
that the artist holds the copyright, and the city would need to approach them for
commercial use. She emphasized that relying on this funding mechanism for long-
term funding is not sustainable.
• Rickey Oglesby suggested selling products featuring public art at festivals to
support more public art initiatives. Anna Talarico responded that the city needs to
have discussions on the process of selling such products to make an informed
decision.
• Richard Garland proposed creating an online store to sell products featuring public
art. Robert Harrison supported the idea, noting it as a great way to engage people
with public art, but cautioned that it may not generate significant revenue. Richard
Garland added that promoting public art is beneficial, even if it does not yield a
large profit.
• Anna Talarico reported that 7 or 8 artists have applied so far, with most submitting
three designs each. She anticipates more applications arriving just before the RFQ
deadline. Anna Talarico will organize the submissions into a structured format and
develop a ranking system for the public art committee. The group will then meet to
finalize selections.
• Anna Talarico encouraged committee members to continue sharing the RFQ.
Rickey Oglesby responded that he will promote the RFQ at the Smyrna Arts
Council reception and the next council meeting.
• Anna Talarico explained that the Fire Department has expressed interest in
painting the hydrant outside Station 1.
• Rickey Oglesby shared that the community has responded positively to the
ARTery Program.
• Rickey Oglesby voiced concern about the anticipated painting date falling on
Mother’s Day weekend. Anna Talarico clarified that there would be flexibility in
scheduling with artists, as the painting date would be specified in each individual
contract.
• Richard Garland suggested creating a t-shirt for the event. Anna Talarico stated
that an artist could be hired specifically to design the t-shirt.
C. 2025-104 Scheduling Remaining 2025 Smyrna Public Art Committee Meeting Dates
• Carson Haynie presented the committee with the idea of continuing lunch
meetings on the 4th Friday of every month. The schedule would be as follows for
the remainder of 2025:
o March 28, 2025 – 11:30 AM-1:00 PM
o May 2, 2025 (April Meeting) – 11:30 AM-1:00 PM
o May 30, 2025 - 11:30 AM-1:00 PM
o June 27, 2025 - 11:30 AM-1:00 PM
o July 25, 2025 - 11:30 AM-1:00 PM
o August 22, 2025 - 11:30 AM-1:00 PM
o September 19, 2025 - 11:30 AM-1:00 PM (avoiding Cobb County School
District’s Fall Break)
o October 24, 2025 - 11:30 AM-1:00 PM
o November 21, 2025 - 11:30 AM-1:00 PM
o December – no meeting
