2. Call to Order
Mayor Derek Norton called to order the December 15, 2025 Pre-Council Meeting held at A. Max
Bacon City Hall in the Admin Conference Room at 6:32 PM.
3. Review of Current M&C Agenda
PRE2025-042 Review of the December 15, 2025 Mayor and Council Meeting Notice and Agenda
Mayor Norton introduced the Honorary Mayor of the Day, Jackson Carlisle, and his
parents Scott and Kirsten. Jackson is 10 years old and in the 5th grade. He plays baseball
and football, and he is a straight A student.
ATH2025-198: Installation of the bollards will take approximately six weeks.
ATH2025-113: Mike Jones, City Administrator, announced that he received three
Department Head phone calls asking him to relay to Mayor and Council how grateful their
team members are for these COLA and merit raises.
RFP26-011: Eight responses were received for the Trenchless Rehab Strom & Sanitary
Sewer Pipelining. Three of the eight were selected.
ATH2025-173: Mike Jones explained that this Flock Group, Inc. agreement has to be
adopted as part of the General Fund. It will show as a debt to the General Fund because
