The committee agreed that summer would be an ideal time to see this project come to life. Chairperson Oglesby said June 6 is a good target date to consider for the completion date. C. 2026-116 The ARTery Chairperson Oglesby opened the floor to Committee Member Robert Harrison. Robert Harrison referred to his Power Point and Excel spreadsheet containing a plethora of ideas regarding the ARTery. Robert Harrison explained the latest idea for the ARTery is to section off projects into four phases. Phase one: Windy Hill Road to Hill Street, Phase two: Hill Street to Market Village, Phase three: Market Village to Concord Road, and Phase four: Concord Road to Taylor Brawner Park. Robert Harrison highlighted five existing artwork installations within these locations; four painted fire hydrants and one vinyl wrapped traffic signal cabinet. Robert Harrison proposed new installations such as a welcome mural along the retaining wall on the southwest corner of Windy Hill and Atlanta Road to be painted by Kristen Ramsey commissioned for $4,000 dollars. Robert Harrison asked if the city has any plans to repair said retaining wall as it has two cracks. Special Projects Manager Carson Haynie asked if the retaining wall is within city limits. Committee Member Robert Harrison said that it needs to be determined before moving forward with the project. Robert Harrison proposed an alternative option for the mural to be painted on aluminum panels mounted over top of the retaining wall if the location is identified as city property, and if the wall cracks are not repaired. Robert Harrison shared six options for sidewalk murals, one butterfly sculpture, and one painted manhole cover option. Robert Harrison said the butterfly sculpture option could be temporarily installed on a concrete pad and could be rotated with other insect sculptures. Robert Harrison said other organizations could become involved with the sculpture rotations as well. Robert Harrison informed the committee that the butterfly sculpture option would be for rent only. Robert Harrison proposed a summary of estimates for phase one. Committee Member Vanya Foote asked if the ARTery is a separate budget. Deputy City Administrator Kristin Robinson said yes it was recently amended during a city meeting. Committee Member Robert Harrison said if the committee can implement some projects now and save some for a later date. Deputy City Administrator Kristin Robinson said a contract must be drawn up and confirmed before June 30 to kickstart each project. Committee Member Robert Harrison said he is open to more input and bringing other people on board with these projects. Committee Member Leah Barnes said it may be beneficial to proactively draft the necessary documentation such as RFPs and proposals for all four phases of the ARTery project to avoid any time constraints on the proposed installations. Deputy City Administrator Kristin Robinson said since it is almost March, and the contracts need to be drawn up by June 30, there will not be enough time to properly execute this goal. Committee Member Robert Harrison said that it is fine if some of the projects need to be pushed into the next fiscal year budget. Chairperson Oglesby said the committee needs to get started on this and asked which artwork should be the beginning installation. Committee Member Robert Harrison said phase one would be ideal and mentioned the possibility of including banners or flags on some of the lamp posts in that area to showcase branding for the ARTery. Chairperson Oglesby Jr. said to begin with low lying fruit such as the easiest artwork from phase one. Committee Member Robert Harrison said the easiest would be the sidewalk murals. Committee Member Burke Scott asked how this process will work regarding contracts, payments, and RFPs considering Kristen Ramsey was mentioned for the welcome mural. Special Projects Manager Carson Haynie said each project will be separate which means it will be a total of ten projects to manage.
