Committee Member Leah Barnes agreed that the park is a great option as it is great for families. Committee Member Vanya Foote said she also loves the traffic signal cabinet boxes. Committee Member Burke Scott asked what the constraint is for two projects happening at the same time, such as the traffic signal cabinet and the park option. Carson Haynie said the budget is the constraint factor. Deputy City Administrator Kristin Robinson said the best starting point is getting prices on the bike tunnels from the vinyl contractor. Carson Haynie said she received a quote for the bike tunnel murals which was around $5,000 dollars. Robert Harrison said he likes the idea of the bike tunnels because of its visibility and diversity compared to other Smyrna public art. Community Services Director Richard Garland mentioned a windscreen wrapped around the community garden. The committee agreed that a windscreen wrap would be a great addition to the park after the bike tunnel project. Committee Member Meg Quigley said the traffic signal cabinet in ward 4 needs attention and that the skate park would also be a good option for the area with an emphasis on graffiti designs. Community Services Director Richard Garland asked if there are any traffic signal cabinet designs that the committee has not selected that would be available for the cabinet in ward 4. Special Projects Manager Carson Haynie said she believed there was mention of a new RFP for this project during the last meeting. Chairperson Oglesby confirmed the committee needs to open an RFP for multiple traffic signal cabinet locations. Special Projects Manager Carson Haynie said she can investigate other options for traffic signal cabinet locations. Deputy City Administrator Kristin Robinson said it would be a good idea to include specific language regarding the timeline for the project such as “selections will be made over 6 to 12 months etc.” that way the committee has flexibility with the project’s completion time. Committee Member Burke Scott asked how many traffic signal cabinets have been pre- approved. Special Projects Manager Carson Haynie said she would create a list and bring it to the next meeting. Committee Member Burke Scott asked if the committee has a theme guide for other wards as well. Special Projects Manager Carson Haynie said she can put that together. Deputy City Administrator Kristin Robinson asked if the other traffic signal cabinets were themed. Special Projects Manager Carson Haynie said no and that the city’s art consultant typically recommends not putting parameters around the artist’s creative vision. Chairperson Oglesby said he would like the artists to do some research around the area so art can reflect the surrounding environment. Public comment asked if the bike tunnels were the starting point for this project. Chairperson Oglesby explained where the committee is at regarding project brainstorming. Chairperson Oglesby asked Carson Haynie to show the committee the infeasible retaining wall to provide context for the public comment. Committee Member Robert Harrison asked if Cobb County hypothetically granted the city permission to paint the wall, could it potentially be a project. Deputy City Kristin Robinson said no and explained that public funds such as tax-payer dollars cannot be used for private purposes. Chairperson Oglesby asked Carson Haynie how many traffic signal cabinets the City of Smyrna has in total. Special Projects Manager Carson Haynie informed the committee there are a total of 56 traffic signal cabinets. Chairperson Oglesby asked to see the map of approved locations. Special Projects Manager Carson Haynie said she would bring that to the next meeting. Chairperson Oglesby asked the committee how they would like to move forward. Councilmember Burke Scott made a motion to approve; seconded by Councilmember Vanya Foote. The motion to approve carried with the following vote: Aye: 7 – City Council Liaison Oglesby Jr., Committee Member Barnes,
